New Leadership at the IRS: Frank Bisignano Appointed CEO
In a significant move aimed at revitalizing the Internal Revenue Service (IRS), U.S. Secretary of the Treasury and Acting Commissioner of the IRS, Scott Bessent, announced today that Frank Bisignano will take on the role of Chief Executive Officer (CEO) of the IRS. This newly established position will see Bisignano directly reporting to Bessent and managing the day-to-day operations of the agency, all while continuing his duties as the Commissioner of the Social Security Administration (SSA).
Secretary Bessent praised Bisignano’s extensive experience in both the private and public sectors, emphasizing his successful track record in driving growth and efficiency. “Frank is a businessman with an exceptional track record of driving growth and efficiency in the private and now public sector,” Bessent remarked. The IRS and SSA, both critical federal agencies, share numerous technological and customer service objectives, making Bisignano an ideal candidate for this role. His leadership at the SSA has already resulted in significant advancements, and he is expected to bring that same momentum to the IRS.
Frank J. Bisignano is no stranger to high-stakes leadership. As the 18th Senate-confirmed Commissioner of the SSA, he boasts over four decades of experience steering some of the world’s largest financial institutions and technology firms through transformative growth phases. Before his tenure at the SSA, Bisignano was the Chairman and CEO of Fiserv, recognized as the largest financial services and payment technology company globally. His leadership was pivotal during the 2019 merger of Fiserv and First Data, showcasing his ability to navigate complex corporate integrations. Additionally, his previous roles at J.P. Morgan Chase and Citigroup further solidify his reputation as a seasoned executive, having served as co-Chief Operating Officer at Chase and held multiple leadership positions at Citigroup.
As Bisignano steps into this dual role, the IRS is poised for a renewed focus on improving collections, enhancing privacy measures, and elevating customer service standards. The appointment comes at a crucial time when there is a growing demand for efficient and transparent government services, particularly in the wake of increasing public scrutiny on federal agencies.
With Bisignano at the helm, stakeholders are optimistic about the IRS’s future direction, anticipating that his extensive background in both technology and customer relations will lead to better outcomes for hardworking Americans. The integration of his expertise from the SSA to the IRS is expected to foster innovation and drive improvements that will benefit taxpayers across the nation.
